This list *is* configured to support text with MIME attachments, however
not all attachment types are allowed because doing so causes far more
(deliverability) (and readability) problems than it solves.   The goal is
to configure the list (and the MTA, and DNS) in a fashion that maximizes
the probability that messages will be delivered to everyone on the list
in a timely manner and that they will be able to read them intelligibly
regardless of mail client.  That's not an entirely achievable goal,
i.e., it's an optimization problem which doesn't have a complete solution.
