What exactly does your friend need?

There aren't many brick and mortar stores that sell electronics in this
area.  There's Mark Electronics in Beltsville, Baynesville Electronics in
Baltimore and Arcade Electronics in Alexandria.  Microcenter carries some
DIY electronics stuff.  But the selection is slim.

Depending on what kind of parts your friend needs and how quickly, dx.com,
eBay and AliExpress can be fantastic sources for stuff.
