[Novalug] Any windows admins?

Would this work - install a new HD, re-install the old HD as a secondary
drive, install a new OS on the new drive, boot, mount the old HD as a
sub-dir? Or would we still have permissions issues accessing the old
data? And by "new HD", a simple USB thumbdrive should be easy to do?
Note - I did a quick google search and found a *lot* of advice on this
issue, which didn't mean much to me, since my windoze days are a decade
old. And all were more complicated that the old "remove the CMOS battery
for a minute".
