Not Quite True, but you are on the right track. The only people who knew 
were on either [1] Usenet or [2] The Internet.

The former group was indeed largely composed of Students or ex-students, 
while the latter group consisted of Universities, the Government, the 
Military, and Contractors having anything to do with the Internet or the 
last two groups.

And so while those of us who were lucky enough to be on the Internet 
directly (I was at NBS from 1984 thru 1989 and UUNet from 1990 thru 
1992) could simply FTP what we wanted, there was a UseNet Group called 
net.sources which sent all the GNU stuff, Perl, Python, and just about 
anything distributed by source, around every day.
