Blowing air sometimes works.  Compressed air vice other types .... ;-)

It may not be possible. Many of them are assembled in a way that they can't come apart. 

Cookies to donuts, there is gunk on the wheel or the internal roller. You can try turning the mouse upside an vigorously run it forward and back for a few seconds.  This worked on the old Apple mice with the tiny trackball.
