If the HTTP(S) server that implements the user interface is running on
the local machine and not across the network, it's not a problem.  If
it's running somewhere else, you're out of luck.

There are some single-file web apps that implement everything in
Javascript that do just that.  Tiddlywiki comes immediately to mind
(and is really handy for software development).
