It can and does.  There are CLI utilities for manipulating VBox instances.

ESXi isn't built on top of CentOS; ESXi is its own OS.  It includes a
very stripped down instance of Linux for tweaking the hypervisor a
little and shuffling files around in the filestores, but you can't do a
whole lot with it.  To really do anything with ESXi you need to be
running the ESXi client, which definitely exists for Windows (I run it
inside of a Windows XP VM in VirtualBox) and probably exists for MacOSX.
