Yes, you will need some short cables to test, and you will need cables to connect the patch panel to the switch - if you need 30 cables it might be easier to buy them than to make them.  They will be more reliable if they are factory made..

I have a patch panel installed in my rack.  I bought cable, keystone jacks,
wallplates, and a punch down tool from Sewell Direct.  What I want to do is
test the runs from the patch panel to the wall jack.  Looks like I will need
to build a few 6" patch cables to connect to the patch panel port and wall
jack in order to test using a tester, correct?

The $10 tool looks good. $54 is out of my range.
