Modern monitors will sometimes stay turned off until they get a valid
video signal. This is part of their power saving features.

Generally, the best way to eliminate this as a problem is to remove
power from the monitor, power on monitor, power on computer (or wake it
up). Since the monitor takes a while to go into power save mode, you
will see what the computer sends out as it is starting up.
