There are repodata subdirectories for both the base DVD "os" and "optional" trees.
Those can be tapped for direct Package downloads without any media.

But of course, don't expect updates under any strict policy or tracking.  ;)

  For the public beta's the answer is no there will not be official RHN/YUM repos for the RHEL 6 beta, Red Hat will instead just release updated beta's.  Once they release a Release candidate for customer consumption via RHN (much closer to the launch date) there will be a backing RHN repository.

This is the same process that was used for RHEL 5.
