You would think so. They always have been. However, using Firefox 3.6.6
(Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9.2.6)
Gecko/20100625 Firefox/3.6.6) on Windows XP, I can't seem to find any
way of turning them on or off. Now it is entirely possible that one of
the Toolbars I installed (AVG, ZoneAlarm, Yahoo, Google, Ben's Chili
Bowl) might have grabbed that choice right off the menu. I guess one of
the ways they tell if a site is dangerous or not is by looking at the
cookie they throw at you.
