[Novalug] DevHouse:DC-2

The goal is for DevHouse:DC to be a "travelling" event, like SuperHappyDevHouse is in the bay area, and have different companies/organizations in the area host it.  Since it won't always be held at Palantir, we opted to call it DevHouse:DC to more accurately portray the area that we intend to cover.  And although the location for DevHouse:DC-3 hasn't be finalized yet, it looks like it's going to be right in the middle of DC, so the name will gain accuracy as time goes on.  :)
