This issue was Already Addressed by me, altho not in this message.

In a Steady State Situation, the number of people Retiring will be the 
same as the number of people Hired at Entry Level. If the number of 
Cleared People never changed, and people never changed jobs, then ....

* Each Company Would Clear Every Employee that Needed A Clearance *

OK, now clearly none of those assumptions are possible. people DO change 
jobs, but on average, if Company A hires a Cleared Person from Company 
B, then Company B will get one of Company B's guys. Nobody has really 
Saved anything here, they have just focused their attention on their 
Gains and ignored their Losses.

If Company B loses this ratio, then they may Go Broke, similar to the 
fake of sports teams that get the ball stolen from them.

OK, there are other variables too. If the number of Cleared Slots 
decreases, then Extra People With Clearances will be available, and 
companies will get Freebies...maybe having to clear only half their 
people, maybe only half. But if the number of Slots goes up, the 
percentage of people who need to be cleared will also go up.

With the Baby Boomers retiring, the Pool of Cleared People is also 
shrinking, altho there may be more people entering the Computer Business 
than before, so that's another variable.

But Ultimately, what is just Downright Hypocracy, is the fact that Some 
Companies are Afraid to Clear people "because they might leave", and yet 
are Perfectly Willing to "accept the people other companies have cleared".

In other words, they are Expecting To Win ALL The Time! And guess what 
happens when EVERY company expects to do this? Nobody Gets Cleared!

Clearances are just part of The Cost of Doing Business. Man Up!
