If I were the DoD, I wouldn't give any company that didn't have 
Uncleared Work any Cleared work, because they would be Incapable of 
Parking their Uncleared People.

Also, from what I have heard recently, Clearances don't come 
Incrementally, they come "All At Once". So if you are being investigated 
for a TS, you are either Cleared at TS Level or Uncleared. No Interim, 
Confidential, or Secret Levels. This is Just Plain Stupid, as is Redoing 
  the work. While Clearances need to be Updated, Past Investigation 
Results need to Be Remembered.

And wasn't the DHS gonna straighten out all this Clearance Redundancy 
Mess anyway?!?
