[Novalug] VA Health records held ransom

So the question here can be this: which is more expensive - notifying all
the affected patients and setting up a new office that will re-constitute
all the lost data and then dealing with the legal fallout since all this is
Protected Health Information that obviously was not "protected" well enough
- or the amount this guy wants?

I know ethically no organization should pay up - but just looking at cost -
which one is more expensive?
