a window manager. Or, if you prefer, a full desktop environment such as
KDE, Gnome, xfce (which would include a wm and probably work with any of
many available window managers).
I use openbox, without a desktop environment. But I am probably among
the small minority that doesn't find icons or system trays or a clock or
always-displayed menus useful.
If you do want the minimalist wm-only approach, you probably want to
install "menu" which will give you access to applications with a
right-mouse-click.
