Don't have a Ubuntu system available to investigate.

However, as a user you can only set/change "soft limits".
A hard limit can be set at boot that users can not exceed.
The -H option can be added to ulimit to report the hard
limit rather than the current soft limit.

Hard limits typically (Ubuntu sometimes is not typical)
are set in /etc/security/limits.conf.  A reboot is required
after changes.
