Too wide open. OpenMoko is available to developers and very soon in
production (I think) which is a linux phone.
That said, if you have a data plan, I would write a web app and access
it that way.
If it is a smart phone (Palm) than write a palm app.
So it depends on what the phone os is and what the app needs to do...
