For the same reason the gov't doesn't call up a C-130 every time a
politician needs to fly somewhere.  JetBlue/Delta/American/etc. does the
job nicely, is more comfortable, and is much more cost-effective.

Because RedHat abandoned the (non-tech) consumer market (such as it
existed at the time) with the Fedora split, and Ubuntu has filled the
space and grown it in leaps and bounds.  These days Ubuntu is the answer
on the street to any question about consumer-friendly linux on the
desktop.
