Homemakers and others not actively seeking employment are not counted in the labor force.

This is borne out by labor force participation studies:  Far fewer French women actively seek work than American women, which takes care of your "home with the kids" question.

Comparative unemployment figures posted by the BLS again bear it out:  U.S. Unemployment is about half that of France.  Once unemployed in France, one can expect to be out of a job at least twice as long as in the U.S.  

The US has a great deal of economic churn, but in aggregate, it seems to be doing a better job of keeping jobs than the Holier-Than-Thou types who set economic policy in Paris.
