I know Red Hat released a patch a while ago; the relevant package is
called tzdata.  Applying the update just overwrites some files in
/usr/share/zoneinfo.  Windows XP/2003 are covered by a patch that was
released a while ago, too.  MS will not released an "official,
supported" patch for w2k, but the fix is pretty easy to distribute.
