Another great book along these lines - especially for managers with a
technical background - is Tate's "Beyond Java".  He digs into how Java
got popular, why its has been successful, what its weaknesses are, and
where the risks are for future development..  Ruby is one of the
languages that fills the gaps but he also does some analysis of a few
other dynamic languages (php and python mostly) to look at their gaps.

Personally, it was satisfying seeing some of my arguments in print and
he does a 139.5x better job with them.  ;)
