I believe it is a sense of control and trust that drive this. 

It is hard to convince a company to allow telecommuting for one day a
week, nevermind 4 or 5 days. You have to trust the communication is
there as well as the maturity of both parties to make it work. 

Without a plan and milestones (spefically in development) it is hard
to show progress. And you don't want to get into micromanaging. 

It is hard to find that balance. And companies don't think it is worth
it most of the time.
