[Novalug] SIGs

I applaud John Warren's action to implement an environment that our local
Linux Users Group(s) members may establish Special Interest Groups (SIGs)
and contribute comments relative to individual  SIGs. In the process of
establishing a SIG discussion and thought should be given to a definition
for content and contribution to the SIG.
