They're generally considered graphic designers or graphic artists, not
web designers.

No one's expecting this guy to be able to build, install and configure a
web server (more analogous to building a camera) but professional
photographers know how big their pictures are, how much light they need,
what kind of batteries to use, etc. Of course with stuff like frontpage
and dreamweaver anyone who can move a mouse thinks they can design a web
site. :-)

Overall I think the guy has a point in that Cingu^H^H^H^Hat&t sticks it
to iPhonies in various ways, but the user also should bear the
responsibility of finding out the true costs of what he's doing. By
the same token who buys a car these days without checking the mileage?
Why should a phone be any different especially if you're doing something
a bit out of the ordinary like taking it overseas? Back when they were
AT&T the first time I got stuck with some billing inconsistencies like
when the phone said it was local but it was actually roaming while only
30 miles from my house. Each time they reversed the charges, for a
total of over $200. It's nice to see that at least some CSRs still
recognize wrong when they see it.
